These NPCs are a cast of interactable characters controlled by moderators! "Static" ones are constant recurring characters with their own NPC accounts, while "Mutable" characters are a bit less important, but are fully adoptable in order to be made into fully fleshed-out characters of their own!
STATIC
VICTOR
A male Velvet Room attendant. A self-declared servant of Philemon, he is the head of Persona documentation in the Velvet Room and Justine's older brother. Capable of fusing a large number of Persona at once, but his own inherent Persona-using abilities are unknown. He sounds a little like a used car salesman. (Okina Path Companion.)

JUSTINE
A female Velvet Room attendant. A self-declared servant of Philemon, she specializes in giving protective abilities to those who wish to defend others. Capable of gaining control over even the most feral of spiritual monstrosities, she works hard in her home dimension to exterminate Shadows. She has a much more level-headed demeanor than her brother. (Inaba Path Companion.)

MUTABLE
EMI NAGASE
An excitable, youthful third-year who is the star player of the Volleyball Team. She's a real go-getter and has the personality of a cheerleader more than a hardcore player. Unfortunately, she was put out of commission this year due to falling from a three-story building and breaking her left leg. Without her guidance, she worries about how the team will fare- though, perhaps she should be paying more mind to her injuries.

HOMURA AKIMOTO
A student who is considered the "Strikeout King", he's an eager member of the Baseball Team and Emi's closest friend. He's the head pitcher who can throw a ball at a dozen angles, but is awful when up at bat. He is talented, but has the nasty tendency to overestimate his abilities both in his schoolwork and on the field. Despite this, he has a strong work ethic and practices every day.

NORIKO MIKI
The current don of the kendo club, she's the Disciplinary Committee's declared 'attack dog'. The art of the sword was practiced by her father and the father before him, and the technique was passed down to young Noriko. She has a very adamant personality, and rarely speaks to anyone at all unless absolutely necessary. She tracks down slackers and smokers for the Disciplinary Committee to punish.

KANADE AONO
Creator of the Light Music Club, Kanade has always been a girl with a good ear for rhythm. Almost always in the music room when after classes, she's dedicated her life to becoming a top musician. Owning a Stradivarius bass, she's a fan of all stringed instruments and wants to fulfill her lifelong dream of creating a popular music group. She admits that the idol scene kind of scares her.

SHUN NAKAMURA
A pretty seedy-looking sort of guy, he's awful gossip who specializes in taking pictures of others for money. He's seen as lower than dirt by most Mankai students, but that doesn't stop some people from paying an absurd amount of coin for embarrassing photos of others. He and his cohorts are often used (and disciplined by) the Newspaper Club.

RIN FUYUKI
The girl who started the Beautification Committee, she's a shy and fragile type. Ironically, she doesn't have much luck with gardening, and bad weather tends to follow whenever she sets up more beds for the committee, killing off any of the more sensitive flowers. She's at odds with the rest of her club, who wish to kick her out and take over. At heart, she wishes to be luckier and gain more skill with planting.

KOZATO MIDORIKAWA
The one basketball team member with any work ethic at all is Midorikawa, who has an unholy passion for the sport despite being pretty short and not all that physically fit. Suffering from a few serious breathing issues, his heavy breaths can be heard from afar. Upset by the fact that even the least motivated members of the team can play better than him, he vows to get better at the sport.

CHEN "CHIAKI" ZHOU
A half-Chinese girl who is occasionally hazed for her origins. Constantly trying to hide them by using a preferred name, she does her best to befriend new members and protect them from the bullying that tends to happen to new soccer team members. She's a surprisingly athletic girl despite her bookish appearance, and loves nothing more than a good soccer game to let off some stress after an aced test. She's a bit of a perfectionist, mind you.

DAIYA MATSUKI
An ace with a bow, senior Daiya Matsuki is a kind young man who acts as a mentor to any freshmen joining the club. A friend of Chiaki's, he's a reliable sort of person who has a tendency to get in over his head when setting goals. Said goals often lead him into overworking himself- his strict parents demand him to get near-perfect grades and ace every sport he shows interest in.

MASARU TAKADA
Resident womanizer and drama queen, most people are sick of this guy by the time they've finished an exchange of five sentences. He's a little "in-your-face", to say the least, and is pretty darned obsessed with gaining a career in the field of acting. While he admits his dreams are a little far-fetched, you need to at least give him credit for his strong drive.

SAYAKA YAMABUKI
A girl who plays the flute in the symphonic band, she's been a star player ever since she was a young girl and absolutely loves attention and the spotlight of recitals. While she does enjoy playing, she hates the strenuous amount of practicing she has to do to keep her first-chair position, and wishes she had more free time. She's a little lonely due to her lack of it.
